The argument used for charging ER folk for using HCC services is both stupid, childish & irrelevant.
No it isn't. Local people, who contribute most to the local council's tax take, via their Council Tax, should get perks for this.

Should Hull residents in receipt of Council Tax Benefits also be charged to use these facilities? By your argument yes they should.
Should Hull residents be charged for using facilities in the ERYC region? Why not? What's good for the goose...... Maybe other counties will catch on to the idea.
Hull residents would most definitely lose out. Income would fall & they'd also be charged for using ERYC facilities, like roads for example.
As it will never happen, it's irrelevant. To suggest it may, or should, happen is both stupid & childish, unless you're suggesting The Peoples Republic of Hull should be formed, charging all comers (or just their neighbours solely because they don't want to be part of Hull - sounds a little discriminatory to me).
ERYC has consulted people who it could potentially concern & have had a resounding answer from their constituents.
I'm surprised at the people who appear so against the consultation process.
