Maybe - but what Lewis is (correctly) saying is that what Blackburn paid for him is not particularly relevant to what other clubs will pay for him now. All that matters are (a) what other clubs will stump up and (b) what offer they would accept.
They paid £8m back when most clubs viewed him as a £4m prospect - now that it's paid off and his sensible market value IS now close to £8m, they can't necessarily expect to find someone who will pay way above that.
