Ok, after a brief think:
Players who would cost £40 million:
Ilkay Gundogan (Would cost about £30 million, so maybe the club would go overboard)
Julian Draxler (Has a £38 million release clause, but is cuptied for CL games)
Mario Gotze (has only just joined Munich, but stranger things have happened)
Mesut Ozil (the logical choice, but doesn't want to join)
Marco Reus (Has a release clause somewhere around £25 million, but won't leave Dortmund yet)
Toni Kroos (not worth anywhere near 40 million, but might be available now)
Thomas Muller (again, not worth anywhere near 40 million)
Lars Bender (could probably be bought for £25 million)
Mats Hummels (no way is Wenger paying that much for a defender)

Some of your comments were a bit over the top
I needed to get them off my chest.
At this point, I don't see what possible top top super top quality striker we're going to get, doesn't look like Benzema is coming at all, Rooney isn't going anywhere, Michu?
We've basically ****ed up in our search for a world class striker.
Now at least for the love of God, let's hope we sort out the midfield issue, in the creative and defensive options, we should put every ****ing effort into getting either DiMaria or Mata.

We do actually need a striker, if Giroud gets injured we're stuck with Sanogo, we can't play Theo through the middle, because we currently don't have anyone to replace Theo on the right.
We need a player in every ****ing department, we're short EVERYWHERE, it's a ****ing disaster so far, and I don't think Wenger's going to get the needed job done.
I can see us signing maybe only 2 more players at most, wouldn't be surprised if Cabaye was the only player we bring in. If that's the case, I'd love to see the excuses WKB brigade will say now.
At the moment we only have 1 real out and out striker: Giroud (please don't mention Sanogo, if anyone does, well yeah, then you're a ******).
We only have 2 wingers, one of whom performs better from the middle of the park, Walcott and Cazorla.
We only have 2 centre backs, even whenever TV comes back, that's only 3, and as the recent injury situation showed, when we were down to only 1 fit CB, that's far too ****ing short, please stop with the Sagna nonsense, we need another defender, end of story.
We don't have enough strikers, enough wingers, and enough defenders, what kind of MAJOR ELITE CLUB as some on here like to call Arsenal, put themselves in such a position? Even BEFORE everyone's legs broke, we needed new players in these positions, everyone knew we needed new creative midfielders after we got rid of Arshavin and Gervino, thats TWO players in that position we let go.
