Seems perfectly logical that we're waiting for the Clarke deal to move before doing the Simic deal, if Clarke was to fall through we'd be left with more players than squad spaces.
I think it had to be that way, we can’t do the deal with them directly. Be messy when it comes to wanting to keep him as well, I’m sure there must be a system in place somehow.

Even if it was accurate and not just speculation, it reads more that a fee hasn't been agreed rather than "no money".
