Depends on who is making the decisions. If KS said to KLD "here's £2m. Get a striker signed" then it's all on KS.

How many of the strikers clubs have signed have been guaranteed ‘championship ready’ like?

How many players have swapped Champ clubs or signed for Champ clubs having already scored 15-20 in the Champ consistently?

There’s folk saying how great the lad Blackburn have signed look after 2 games whilst saying Mendy is a gamble. Makes nee sense. They all a gamble.
