It was essentially both. When the bosman ruling happened it left teams and UEFA open to a few legal issues surrounding notice periods. But it was also to maintain some competitive integrity as you did have some situations of players leaving teams with nothing to play for to go to title contenders on short term deals.

There still needed to be a compelling political argument to justify it. And as I recall there were a few highlighted cases across Europe which provided a sense of injustice amongst fans. That at the very least helped provide a backdrop for the legislation/arbitration at the time.

Baz did indicate something could still happen on the striker front as they had not given up (my words).
