I do think it's funny that Horner calls the PU the Honda based Red Bull Powertrains PU! If it is just based on the Honda PU then how can Horner then claim that Red Bull Powertrains is a NEW PU manufacturer for 2026?At the same time, Red Bull's engine - the Honda-based 'Red Bull Powertrains' unit - powered Max Verstappen to a dominant title win in 2022.

As far as I have read the PU is all Honda apart from Red Bull assembling the battery pack - but I guess that's designed by Honda just Red Bull make the pack up to fit in with their chassis design.
I think in the end Red Bull didn't buy Honda's IP as Honda decided to keep going as their was an engine freeze apart from reliability.it was designed by Honda. he has to call the 2022 car Honda as they were still involved.
the IP has been sold to red bull and red bull will actually manufacture the engines in their new facility.
simple really, by 2026 they will be making entire engines so wherever the original source they will be an engine manufacturer and should be expected to be evolving their design between now and then.
I mean, haas basically bought ferrari design for their debut cars. they were still called an f1 team and not ferrari b.

Red Bull Powertrains have registered with FIA as a New PU supplier same as Audi for 2026. This means they are allowed to spend on development more than existing PU suppliers. Although I think FIA has decided they are allowed as a New PU supplier but with a reduced budget allowance to compensate for their F1 PU knowledge!
As for Hass they technically just buy every bit of the Ferrari they are allowed to and build their car round that. I think it's called 'non listed' parts. That said when they started there was controversy as they used Ferrari wind tunnel and lots of their staff to create 'their' first car.
