Scratch that it's not specific numbers but requires a majority across all divisions PLUS a majority in the championship.

Means the bottom two tiers can't enforce a change on the championship unless a majority there also vote for it.
 
Rule changes require 14 clubs to vote for it.

Yeah and I can’t see 14 teams wanting it to change as it stands. You’ve got probably the top 3 or 4, 3 promoted teams and maybe the likes of Villa/Newcastle. Then not sure who else it really benefits.

Could argue the top teams wouldn’t want it to change as it would be more of a threat to them than the current situation where teams are less bothered about relegation so might be targeting them more

Yeah, of course the big teams wouldn’t want change because the current situation maintains the status quo and keeps “little” teams in their place.

Even if our owners (current or future) wanted to say, double the size of SMS and let’s say we could fill it (not saying we would but…) it would still mean a punishment for the inevitable financial losses. Costs associated with Everton’s new ground contributed to their losses and the subsequent points deduction.

The only solution seems to be to shrewd with our recruitment (I can hear you all laughing at that!) and build a good football team (now there’s an idea!) but then we all know what happens next…

I blame Sky.

That's incorrect. Infrastructure costs are excluded.

Didn’t realise that. Got an Everton mate who blames the points deduction on costs associated with the new build but I didn’t check it.

Perhaps indirectly it could have an impact eg interest on loans taken out?

Not an expert tbh, but I know that you can spend money on infrastructure and it doesn't count towards the calculation.

You can make an argument that it benefits the bigger teams for the promoted sides to be competitive and bin PSR for that reason. The more teams who have to have contingencies in case they go down also maintains the status quo as they won’t spend. The way it currently is more teams aren’t bothered by relegation so can spend more to try and challenge at the top.

Not sure what is better for the top clubs really
