The diameter of the earth is about 7918 miles. It's the earth's circumference which is 24902 miles give or take a bit. So it is the case that you can't get 13000 miles away from any single point on the surface. The earth's not a true sphere and the terrain does include mountains and suchlike but none are high enough to affect this overall calculation. However these are theoretical straight flying distances, presuming free travel across international air space and not adjusted for weather systems. If free travel is denied or adverse conditions dictate then you might be able to find two points which cannot be flown between directly in under 13000 miles.
