Bellingham has played centre midfield for Dortmund before being played as a 10 for Madrid.
Fodens favoured position is No.10.
There is a reason that no team on earth plays as many attacking players are you are suggesting. The reason being that there is zero protection for when the opposition attack. This isn't a game of Fifa or Sensible Soccer.

Pickford
Walker Stones Guehi Trppier
Rice Wharton
Foden Bellingham Gordon
Kane
Foden plays off the right for Man City and can cut in on his left, with Walker overlapping to create space and occupy defenders.
Wharton is a better passer of the ball that TAA and would compliment Rice, but allow Rice to break forward like he does for Arsenal.
Gordon would provide pace and an attacking threat on his natural side, but offer a bit more protection for Trippier than Foden, but without blunting his attacking threat.
Jude to play close to Kane, but Kane
has to stay up top -none of this dropping deep nonsense.
Rice to lead the press, but play a high press and press as a team. Utilise Pickford's distribution and Gordon's pace with occasional balls over the top. Give Foden a (small) licence to roam, but Rice to cover that flank where necessary
It's not about tactics or formation, it's about footballing intelligence. When Walker attacks, Trippier tucks in. Rice pushes on, but sits if Wharton needs to push. Kane has to have Jude and Foden close to him, but England shouldn't be afraid to go long and use Gordon's pace. Get him on the ball and occupy their right back. Get some energy into the team and press as a team
