I think a pipe is something personal that you would smoke at home so unless you have a relative that smokes one you wouldn't see it.
Does not bother me at all . Even adds comedic value when you are driving slowly in traffic and the driver exhales Though if you can’t use a mobile phone whilst driving how can you smoke ?

Yes . Hence the fact mps are looking into banning talking hands free calls whilst driving . TBH I agree . Pull over when you can , not ideal I agree 100% .
