Hopefully the biggest winners will be the people living in a current war zone.
It's extremely complicated but after living nigh on 30 years in eastern Europe what I have learnt is that there are pockets of people all over the place on the wrong side of a border. In many cases they don't accept the government of where they are, sometimes the government of their nationality gives them benefits and aid which makes the locals resent them. It's really not as simple as they make out on the news and there are there other potential hot spots all over the place. Like Taiwan.
