I don't understand why the RAF need to air lift coal to remote communities after 5 days of previously forecasted bad weather in winter, do these people not have any supplies of their own?

Did people in cities need to strip the shelves bare?

If people stockpiled every time bad weather was forecast it would cause chaos. And how do they get supplies when tney are cut off anyway?
