The claim that you usually need to gain permission to let someone else sit in your seat simply wasn't correct, it's the exception, not the rule.

So you can link to enough that allow transfers of seats wuthout permission to substantiate the statement you made that nearly all loubs allow it?
I could, but I'm not going to check the terms and conditions of every football club.
The lower league clubs don't give a **** who sits in the seats, they're just happy people are there. And of the top clubs who have the strictest rules, Man United allow family and friends to use passes, Man City allow family and friends to use passes, Chelsea allow family and friends to use passes, Arsenal allow family and friends to use passes (you have to go online and register their names, but you don't need permission), Liverpool's terms state you do need written permission, as do Spurs (though neither actually enforce that rule).
In fact, no club enforces these rules unless someone misbehaves, they're nothing more than an insurance policy, unlike the draconian nonsense that we're currently proposing.

to put people off voting for the proposed concession system
