I'd read that we had supposedly bid for another striker before Mendy, but not the £2.5 million bit. Ugbo's name has been mentioned and I think he's likely to have been the player. Snippet from a report below:

Graham says that Sunderland made a £2.5million bid for a different striker ‘earlier this month’.
Who the striker is remains to be seen, and whether it’s the unnamed striker who played in the
Championship last season also remains to be seen.
But it appears as though
Sunderland owner Kyril Louis-Dreyfus is willing to spend money on the right striker this summer.
