I think its a way of assessing a prospect who they have high hopes for but without taking up one of the first team spots before they are sure.

baz saying 1.2m is wide of the mark corresponds with sense, so I'm believing that.
You were starting we paid 1.2m and that we were getting 1.5m for Tetteh.
No ones said anything about the Tetteh fee other than that it will be nominal, and the 1.2m for Connolly came from a random bloke tweeting it and has since been debunked.
So effectively you're believing an unverified source over someone with a relationship with the club who is basically told what to print.

His estimated market value on transfermarkt is 1.5m, but ultimately it will be whatever Metz are prepared to pay. Transfer appears to be on compassionate grounds from city's perspective.
How do you figure that out? 'Good' for us might be 'surplus' at Fenerbache. Just how 'surplus' for us would probably be 'good' for most League 1 sides. How do we know the club haven't already had a preliminary discussion about a potential permanent deal?
We don't 'know' anything about it.
They will have to battle with Roma if they want our best players apparently.

Think that’s harsh as he’s a decent player but paying a transfer fee for someone and only giving them a one-year contract with no option (at least from the announcement) is baffling whichever way you look at it.
It's not different ( and definitely not baffling) to having a years loan you pay a fee for. We have done it this way to free up a loan spot ( which will give you an indication of our aims ) and if things are going well we can negotiate an extended contract direct with the player at any point during the season
Was Allahyars loan successful enough for us to make it permanent and did fenerbache want him back?
I fail to comprehend why you think we paid 1.2m for Connolly and will get 1.5m for Tetteh, correct. But at least our exchange made sense to someone.
