Good question. If it is for sponsors then rationally, you would expect this to be a stablising mission given the uncertainty and the state of the first team squad.
That simply isn't true. They had Walter identified as their man from the off. It then took a bit of time, but not that long at all in the scheme of things, to come to agreement with him, and his chosen assistants, to sort out the contracts and other paperwork. And then Walter also had a family holiday arranged. During that process of course they would also have been talking plans & targets etc
