I think he wants us but is likely a million miles away from having the backing to do it. Hence making a lot of noise, probably hoping other potential backers might notice and want to be involved, eventually giving him enough to actually try and go for it. Nowt else makes sense, he's had what little publicity he's going to get out of it by now!
