As the captain, surely if you sense complacency, you make sure you it doesn't exist? I imagine Stevie was probably all too wrapped up in the moment himself tbh, as that was his type (and I wouldn't have had him any other way!!)

Fergie himself says he was never cut out to be a player. He was always trying to dictate and manage his team mates. He was a manager masquerading as a player. Was barely 30 when he got his first job and continued playing a few years after that.

This. If Gerrard sensed it as dos others why did they not take matters into their own hands. Once you cross the White line, the players are responsible not there manager. The players didn't have to go gung ho and Gerrard as captain could have helped dictate the tempo of the game.
