On the subject at hand, Klopp to City would be a bad move. City are a very different club to Dortmund. Klopp was allowed the freedom and time to build the club. He wont get that at City. Its debatable to whether he will have buckets of cash because City are subject to FFP (another thing you said wouldn't work and were wrong about) and need to replace almost the whole squad.
Add to this City stating he wont be their manager, I think this discussion is over.
