It's not a name, but I don't see why saying "Black bastard/twat" is any different to calling someone a "Scouse bastard", "Gay ****" or "Cockney twat". You're still being derogatory about someone's heritage, personality or culture.
Look at this tweet from Reuben Hazell (Shrewsbury FC player) who was condemning the alleged racial abuse of Tom Adeyemi last night:
So homophobia is acceptable but racism isn't? It seems to me like Hazell and his ilk aren't interested in kicking prejudice out of football at all, they just bandwagon on the latest media craze because they want some positive PR (or maybe just any PR at all)
Will there be any fines or 8 match bans handed out by the FA for this? No, because Sepp Blatter hasn't made any comment on homophobia and it isn't popular to jump on the anti-homophobia bandwagon yet.
