It's up to the majority of a religion/culture/country to 'shoot down' those who betray the principles etc.
Sadly these 'honour killings' etc aren't condemned anywhere near enough which leads people to believe it's endemic.
I'm not sure how anybody can ascertain how the honour killings aren't condemned enough by religion, culture or country unless you regularly digest information in Arabic/Farsi/Urdu whatever. Fair play if you do but for me, I haven't a clue what any Arab nation is doing to effectively tackle honour killings.
The issue is with religion, the fact that these people are brainwashed by lies has led them down a path that they simply cannot return from. Pride and honour take pride of place in Shari'a Law, for the people following this 'guideline to life' they'll never relinquish their pride, even if they've got to do hard time or the death penalty. Condemning won't lead to any changes with regards to honour killings.
That's why for me, allowing religion to flourish like never before in this country is absurd beyond comprehension and a recipe for disaster.
