Yes he's had the role 3 times temporarily to help out, if Speakman wanted to appt him permanently he would have.
He hasn't been able to because his results are so bad. He would have if he'd had any half decent points return, I'm convinced of that.
Let's face it Dodds/Proctor should never ever be put in charge of the 1st team again.
