I read it as more of a prediction to be honest, as the present 'won't' indicates somebody has tried to get them to admit and the conclusive evidence is that they're displaying a characteristic to suggest they refuse to admit.

Said on Capital this morning that the wind has blown the 'impending' heat wave away, so now instead of a heat wave, we're getting more drizzle and a load of gale-force wind instead, ****ing buenos!

It's fine though cos the Mrs has just gone to Lanzarote this morning, so at least she's getting a ****ing heat wave, FML.
