You could phone ACAS and explain the situation,they'll offer you some practical advice on what to do.Don’t work in a unionised business. Their original policy also covered UK holidays and staying overnight away from home. They backed down when they wanted me to stay away overnight for work and I said I couldn’t. Have spoken to a couple of HR specialists who said it would be very difficult to enforce. Also wanted a colleagues family to test as well - her husband refused as had no symptoms

As an aside to that,you have the right to join a union even though your company don't recognise them.Some people choose to do this because your dues would include access to union lawyers should you need them.Don’t work in a unionised business. The infection rate barrier is one prescribed by the Association of Directors of Public Health and we don’t know what plans the club did or didn’t have for the safety group to consider.
Based on past communication it being limited or wrong wouldn’t be a surprise

They can have a policy which says you can’t fly or stay overnight for work, but I don’t see how other unpaid leave is lawful
I guess a formal grievance, or ideally a collective one from all staff, might help, but ultimately it could take an employment tribunal to resolve which is a big gamble in a non unionised workplace
The avalanche probably started with the dire run and relegation. I would suggest any further cancellations will be from those who have been deemed to be high risk, who have self isolated, and don't particularly want to be risking exposure to covid.
Yes, all the other restrictions you mention could have been implemented. It may yet happen if the local numbers spike. A month ago the local cases numbered 1601. As of today that number is 1681. Less than three new cases a day reported, or an average of those numbers. Yes, it doesn't make sense, Walton St goes ahead a day after attendance was not allowed at the KC. But surely, what seems to be an arbitrary decision must have had some reasoning behind it? Only, we will never know what that was.

The infection rate is higher in Middlesbrough and Norwich from all accounts and ther games are still having fans in, aren't they. Though Boro will have to manage without their manager.

10 clubs were invited to take part in this trial. Two threw the towel in straight away because of the work involved. City bent over backwards to get this fans trial on in the short time they were given. Seven other council's rubber stamped their clubs efforts including ,M'Boro in the middle of a Covid hotspot where infections rates are four times higher then they are in Hull.
Dress it up as you like but this decision by one person at HCC appears more about covering one's back then it does about public safety.
