I was a transatlantic traveller at the time - presumably covering my tracks. The NHS was free even back then.

I had an Indian take away last night and I've had Cholera all morning!!It drifts too close to politics for it to be properly discussed on here, but the reaction of the big pharma's, and the people that run them, as well as those at the top of the health organisations need a good looking at. Eradicating cholera in some regions by simply renaming it acute watery diarrhea being just one example.

Hit the nail on the headI don’t think it really is.
The infection rate barrier is one prescribed by the Association of Directors of Public Health and we don’t know what plans the club did or didn’t have for the safety group to consider.
Based on past communication it being limited or wrong wouldn’t be a surprise
That would be meI’m just saying there are more organisations than just the council involved in the discussions and I assume there’ll have been more than just the rate discussed.
Ultimately I think it’s someone from the Council who signs off the certificate though, with advice from others.
Yes,they allowed 20% of fans to attend. We,on the other hand looked to accommodate 2.4%?Dortmund had 9300 fans in for their game

Should change it to 'sadman'....I'm guessing from the name, he's on the SAG team, if not the person that takes responsibility.
