7 goals in 35 league games is poor, and for a £50 million striker, it's dire. he's done well in other competitions but most of them were against lesser sides. It'd be like saying Mclean's 29 goals in 45 games was as impressive as Fryatt's 16 in 46. You can dress it up however you like but the most important thing is the league and Torres is frankly nowhere near the likes RVP who has 25 in 35 league games. So, RVP has 18 more league goals in the same amount of games, I'd also bet he's had more assists on top.

I highly doubt they think he was worth it. Man United won three trophies whilst Juan Sebastien Veron was at the club but I doubt Fergie regarded him as £28 million well-spent.
