No because people who download illegally have no intention of buying what ever it is they download so no one is losing money.

Please don't pontificate to me about the wrongs and rights of grassing up dole scroungers, and don't make out what they do as somehow being akin to music downloading, it's grossly insulting.

Look at it this way, people who are working on the side while claiming benefits are not paying tax and taking government money. This is money that could be spent on hospital, schools, road, etc so it is affecting the most vulnerable in society. Would you still not report them?

Maybe it would be cheaper to buy music if so much of it wasn't stolen (which it is, under a different name)
