I don't think it's dithering. They have a lot to consider.
I have just heard a plea from a Dr saying keep schools open as it will be detrimental to child welfare if they close or lockdown. Apparently abuse on kids has gone through the roof in recent months. There is also the economy they need to consider. Easy for an opposition to say lockdown and when the economy flatlines they will blame the government.
it's a tough call.

Exactly. This is the dichotomy. The mental health of many children is at stake if we have another lockdown. And the gap will grow between private school pupils that are set testing academic tasks to do at home and then properly marked, as against some state school pupils that get minimal education during a lockdown.
