Raab says that the government won't reimpose lockdown but local authorities can. I'm not sure how this can work in terms of the support (financial as well as police ability to enforce) and also when the testing is being done centrally (I think) with delays in the results being available.
To my untrained eye, it just looks like the government can't be bothered with this any more.

Surprised to see Louise Casey up there with Generic, who she could destroy with a couple of words. I used to work with her brother 30 years ago and have met her a few times, though not for ten years or so. She can be a pain in the arse, but she is an honest and effective pain in the arse. I’m genuinely shocked that she is prepared to be associated with this shambles, and with the type of people who make up this government.

I have been known to say, when told that she will be at an event or venue that we were going to, ‘do we have to go?’ She fills the room in every sense. But good at her job.
She’s been utterly dreadful throughout this whole thing.
I posted an interview with Delores Cahill a week or so back, did anyone listen? I know Stan doesn’t want to listen because of other things he mentions about her, of which I’m unaware. But to be honest, I’m interested in her scientific info, just as I am about the group of 160 or so various relevant German professionals who are challenging virtually everything about the official narrative.
