I think most clubs can find the money if there's a good chance of making the difference between automatic promotion and also rans.

They have plenty of money. They have chosen to spend it a different way. They have now decided they need to be back in the Premier League.
 
How much a club has spent in the past isn't really an indictment of how much they'd be willing to spend this season. We went from having a very small transfer budget to making huge signings in a relatively short space of time, there's no reason why Burnley couldn't do the same. There's big money on offer for whoever finds themselves in the PL next season, clubs (us included) will be doing everything they can to go up.
 
Also surprised Brentford didn't refuse Burnley's offer until after their match this weekend. Suppose they could include a clause that he can't play against them, I think that happens sometimes.
