If I were him I'd walk before I was pushed, and I don't think he'd want another relegation on his CV. It'd also hurt his win % with us, as meaningless as that is, it can mean a bit when going for the next job. If he walks, he doesn't have to be associated with our season.
Or maybe his ego of wanting to compete with the 'big boys' is keeping him here?

Just not sure I can see him staying without a budget or any new players. It's going to be a complete mess.

Part of me is still hoping we're just holding back signing announcements to make a big splash, since we've heard nothing about Sane or Robson-Kanu for days now.
 
Why wouldn't SB consider his position? He will have been targets and objectives that he has to hit for this season. He has taken those and planned for signings that would help him achieve these expectations - yet the owners are not committing to these. Basically, it is constructive dismissal

I can think of a lot of reasons for Bruce to be unhappy, but this doesn't seem be backed by anyone other than a poster on here.

Hull City boss Steve Bruce has been dealt a blow with the Tigers board limiting him to free transfers only, the Sun reports (Friday edition, page 54).
It is claimed the newly-promoted side do not want to fork out for fee-paying transfers amid uncertainty over a proposed takeover at the KC Stadium
