The Football League says noon on day of the match for a 3 pm kick-off:
"41.3 Subject to Regulations 41.4 and 41.5, a Player will only be eligible to play in a match organised by The League if the appropriate forms for his Standard Loan, Emergency Loan, Youth Loan or Emergency Loan of a goalkeeper transfer are received (including by facsimile) and found to be in order by the Executive:
41.3.1 in respect of any fixture played on a weekday when the Office is normally open, at least three hours before the match; or
41.3.2 in respect of any other fixture:
(a) 12 noon on the day of the match; or
(b) at least three hours before the match, whichever is the earlier."

You counted the first and last day. 1 am one day to 1 am the next day is one day not two days.
If he signs officially at noon tomorrow, the 93 days would run out at noon on the 27th, so unless we can get them to hold the play-off final in the morning, he still wouldn't be available.
Presumably the loan started yesterday when the agreement was signed. It just needs to be lodged and approved by lunchtime tomorrow?
I don't see why you can't agree a loan in advance of the start date.
I would have thought it was possible, but he couldn't play before the start date (obviously) and we wouldn't want him playing for Posh in the meantime in case he got injured.
Edit - this would be academic anyway if you can break up the loan as has been suggested
