In an attempt to put to one side party politics, something I've believed for many years is that we need an updated version of what used to be the case, where the old NI stamps used to have a pink (iirc) box showing the NHS contribution.
Instead, we now have a system where NHS spending comes out of the total NI contributions and each of the major parties attempt to discredit the other's figures which achieves nothing.
What I would propose is that prior to every GE each party should be mandated to state exactly what its plans are for the NHS, into accepted categories (with costings) in their manifestos, and how much will be deducted from every taxpayer's income to pay for it, with NHS spending being shown as an item in its own right, rather than 'rolled' into NI.
This would mean that party 'a' could propose to collect. for example, £20 per week and party 'b' £30 per week - leaving the electorate to decide how much they wish to contribute and prevent the NHS being a political football.
Doing that parties can be held accountable for, not only, their promises but how they've stacked up in audited reality.
