Falcao wasn't a real signing for Chelsea. By that point Jose had decided he was looking for a pay off and was happy to take the piss in the process. Getting Falcao on the payroll was just a favour to their mutual agent. Is the guy injured at the minute? He seems to have completely disappeared.
