I don't, because Southampton is often the club they tag on to the end. They don't want to say only Arsenal (insert club name) want a certain player, so they add on Southampton. This happened a lot last season when an agent in Europe was pimping a player.
I'm betting most teams are scouting and considering players, but won't make offers until the end of the season. This will be delayed further by the WC...don't want to buy someone who does his cartilages badly.

You can put an offer in anytime you like, and it can be accepted, personal terms agreed, etc. It's just the transfer of the player's registration that can't happen outside the window.
And I believe it opens the day after the season ends.

When does the transfer window open and close?
There are two transfer windows in each Barclays Premier League season.
The first commences at midnight on the last day of the season and ends on 31 August if a working day - or, if not, on the first working day thereafter, at a time determined by the Board.
The second transfer window commences at midnight on the 31 December and ends on the 31 January if a working day, and again, if not, on the first working day thereafter, at a time determined by the Board.

Well the season ends on May 11th, so the window opens at midnight on May 12th, for domestic transfers at least.
