Its different if by standing you are blocking someone elses view, but if you are in an area where everyone is standing why should you be forced to sit down? Surely to be 'persistent' standing, an individual would have to have been asked to stop and refused. The stewards in the north stand make no attempt to get us to stop standing, so it's not really persistent. It's unchallenged.
If there really is a regulatory issue that could see the club punished, then clearly it is time for safe standing to be installed in the north stand. I can't see another realistic solution. Nagging people to sit will have no effect.

Surely a role for HDM to publish photos of people committing the heinous crime of having vertical legs in a football ground…All it will take is for 10 or 20 to be identified on cctv maybe even told once or twice to sit down so that covers the persistent standing angle, then hit them with the severest of punishments including a stadium ban then get the publicity machine fired up and the rest of you will all behave like good boys and girls.

I’ve seen this statement put out by several clubs, Forest, Plymouth and Stockport as examples, Spurs and Liverpool have actually issued stadium bans to fans who ignored requests to stop persistent standing.
Looks like they’re having a bit of a clampdown at the moment.
