If we choose to delay,there must be a good reason. If a more favourable option becomes available,we would be daft not to look at it. However, I do agree that if we delay,and then decide to go back to our first option,who then proves to be unavailable, that's bad management rather than skulduggery,and,if it means that we don't sign a more than capable striker,it's negligent. Sometimes the bird in the hand......time will tell.
Skulduggery,in this sense,would only occur if we've promised a player a deal and then gone back on our word,and there's no evidence of that.
