If that had been in the Championship the Danish goal would have stood. The penalty would not have come about as the game would have developed differently from a kick off.

I don't see why this wouldn't work. I don't think you even need it to be 3 - give them one per half. I know people are concerned about teams taking advantage to disrupt play - but if you appeal and are wrong - make it so you lose a sub. Would mean if you abuse it twice you are down to 3 subs - which would be were we were 5 years ago anyway.
