I've looked at this a few times, yes initially I thought it funny but then I looked carefully and as the drunk is right at the top of the steps he suddenly lunges forward. Look again and at the same time that the drunk starts his decent another guy can be seen walking away from the drunk rather hastily. It looks to me like the drunk was pushed at the top of the steps by the guy hastily walking away and that ain't funny.
