Because Northern Middle English is the language....just the same as Americans speak English. Despite being a different country, the language stays the same.

Because much of Lowland Scotland was settled by Angles* (same as Northumberland) in the early middle ages. (Scots is an Old English dialect). Presumably, with their fair share of Norman aristocracy (think of the Anglo-Norman Bruces), the French influence which led to the development of Middle English in England would have the same effect in Scotland, regardless of national loyalties.
* In a genetic survey on the BBC, proud Scot James Naughtie was "delighted" to discover that he was, in fact, genetically an Englishman.
