Uefa will decide what is acceptable, they have not yet decided if Citys £400million deal is of market value. Its likely it will not be counted as its about 25million a year over value for a club of their size and fanbase.
Not all club agreed to FFP. City are believed to be one of the few from England who didnt agree. They may have done so now though but initially they didnt.
Any attempts to fiddle the books will result in the harshest penalty, perhaps even permanently.
You dont get it do you, Uefa decides who plays in its competitions. Not Roman, not shake man or whatever hes called not anyone. They can make as daft and as silly rules as they like and implement them how they want. They have the full backing of the worlds biggest clubs ( Bayern Munich, Real Madrid, Manchester United, Liverpool, Arsenal, Barcelona, Inter Milan, AC Milan and Juventus ) and of every major league in europe.
There are no loopholes just clubs trying to push their luck. There will only be one winner and it aint the club trying to break the rules
