You don't want to buy mid summer either or you end up like Chelsea and just buy random players without a plan cause they're available.
There is no good time to buy a football club. And actually mid-season isn't the worst, so long as you know the club is unlikely to be relegated you can plan for next.
As you say the people looking to buy at 4billion wont care about wage bill or dropping revenues if its for one season.
And if you think about it we're an easier and quicker project than Newcastle, Man City or even the old Chelsea were

our first logical place to go is if the man that got to 4 european finals in 7 years, won every type of trophy available bar 1 and done it without the cash must mean we have a lot worse to worry about then them buying randoms.
If said new owner comes in in july say and keeps klopp and lobs 500mil in front of him then frankly some targets may well already be gone (fully expect bellingham to go and caicedo to go in may/june for july 1) Klopp needs to be working with WHOMEVER on his list of targets. the question for me is whether FSG are putting someone in place as technical director or not.
As a project:
a) stadium 61k.
More done than Chelsea but not as good a position as st james' or indeed city (who were handed ground) this depends on attitude to the project and approach. If someone wants an ego trip them its perfect possible to get to about 72,0000 seater with phase 3 and 4 if you stop worrying about railways and transport and force the council to make decision (that do affect peoples homes btw and businesses) This is far far far better position than Chelsea who have a fake 1.75billion set aside for something which likely won't ever happen.
b) Team:
LFC have certain aspects of a side and there is like Chelsea a temptation to throw the baby out with the bath water and just go mad. Chelsea look to be signing 2 players in every bloody position or more at this point and totally ignoring what they already have.
We have a lot of a team but we need to think whether its klopp's team or shiny new objects, cos shiny new objects approach cannot work.
Gakpo, diaz, jota, nunez. all kopp types for hard running and pressing. thats the forwards done but if someone wants mbappe to please you lot then it all goes to pot.
Midifled is probabaly a total write off.
Defence... well its got 4 players and some reserves so another 100mil for reserves if you are the todd
keeper is no issue.
c) revenue models and campus. if they want to build shiny **** round anfield and regenerate the area to look like city then that will be totally different approach.
