I read somewhere that this running down the contract is quite common in Germany. The player then moves for free and gets more from it financially or stays and it still works in his favour as he holds the cards.

the difference between there and here is unprofessional actions are not rewarded. if you don't play well and look committed you don't get the big contract.
It is a rather mature way to look at contracts but then again the "loyalty" expected here with badge kissing etc isn't really then valued. players become employees.
