I read somewhere that this running down the contract is quite common in Germany. The player then moves for free and gets more from it financially or stays and it still works in his favour as he holds the cards.

I'm sure there must be 100s we could point to. the difference between there and here is unprofessional actions are not rewarded. if you don't play well and look committed you don't get the big contract.
