Clubs have to give permission for formal talks to happen, they only do that after a fee has been agreed, that's how it works. They've patently decided to squeeze a few more quid out of it after the fact, and are no down wanting him to hand in a transfer request to save the loyalty payment, and be able to give it "we tried, but the player wanted to go" routine.Clubs don't have to agree a fee for discussions with the player to happen. I think Everton wants to drive a hard bargain. They would like to milk Chelsea, get almost twice the price they paid for the player. Who is blaming Everton?. I don't.Wrong. That would be the sensible way but it's not always how it's done.

For the selling club to grant permission there has to be a deal agreed in principle, which is what has happened here. You wouldn't grant permission for a club to speak to your player without an fee being even discussed ffs. "oh yeah crack have a chat with Suarez no bother".....terms agreed with the player etc "how much? £2m? no deal then lads"Not true. Often see cases where clubs have given persmisison for player to talk to buying club and see circumstances were player and club agree personal details and all thas left is for clubs to agree a fee. All you need is selling clubs permission but doesn't mean a fee has to have been agreed.
fact they give permission is pretty concrete that they are happy to sell if they get right price though so don't often see deals fall through and inagine this will go ahead once you stump up the extra few million. Anyway now you have this rich new owner and getting £50m for stones (did city not learn from sterling deal?) whats an extra £5m to you guys. Just stump up the dosh if you want him.
