We had a bid accepted (lower than the fee Parma agreed) and agreed personal terms with Frigan before the fee restriction. All that was left was the medical and him signing the contract. City were clearly confident of getting the deal done and dusted before the news broke so I don’t think it was impossible due to PSR even without the fee restriction.
Pretty sure it was said early on that it would be Frigan or McBurnie not both.
And if we are on the cusp of ffp now, then where would we find the extra headroom? Sell Hughes?

I’m just going off what my mate told me. He’s the one who also told me that Hadžiahmetović was a target back in June and several weeks later Yağız Sabuncuoğlu reported that we had interest in Hadžiahmetović so I’m inclined to believe him.
He said we had a bid of around £6.8 million + add-ons + a hefty sell-on clause accepted by Westerlo and personal terms were agreed in principle with Frigan and his agent in late June. He was due to come to the UK in the first week of July for a medical but that obviously had to be cancelled when it was announced the EFL placed us under a fee restriction for three windows. He also said the club did see about doing a loan deal with Westerlo but it just wasn’t feasible.

I'd rather state the obvious than make things up.Why keep stating the obvious? But his fee would always have been a significant one and we'd want to protect our asset with a reasonably lengthy contract.
Maybe if they'd loaned him to us for a comparatively nominal fee/salary contribution with an obligation next summer, then perhaps it could have been possible.
Still, it doesn't really change the original post in this particular discussion that once we signed McBurnie, with Destan already in the building, it was pretty clear to me that Frigan wasn't going to happen. Regardless of the appeal.
