It does seem strange that managers from outside the EU get work permit quite easily. I have been involved with applying for non EU nationals apply for a work permit, you have to prove that there isn't a UK person available to do the same job, and it is nye-on impossible to get one.
I've sat in that bar at the Millenium Mayfair Hotel in Grovesnor Square many many times, I stick to alcohol rather than afternoon tea however. The amazing thing is that that incident happened there, yet it is heavily frequented by staff/'visitors' from the US Embassy 75 yards away.
