It would appear that the QPR board have decided to gamble more of their money in order to try to stay up and reap the huge financial rewards that staying in the Premier League this season will bring.

Considering Harry has been in that job a short while, maybe he's not the right man to trust with a sizable war booty with a limited time for scouting. If it works out, you'd have to hope it's not costly in the long-term, assuming he will be on ridiculous wages.
