Having worked in Local Govt for 20 + years I can tell you that all these decisions are made by elected members and not Officers.
These decisions are purely political and have nothing to do with common sense.
Local govt should be non political and members elected on a non party basis.
Fly tipping is and always has been a major problem.
To charge for domestic waste of any description is in fact against Govt legislation and Norman Lamb is taking Govt to task over this.

I had the first of six weekly treatments yesterday where my bladder has TB liquid poured into it, I have to hold it in for no less than an hour and no more than two hours
My sixth and final treatment is on Monday 23rd July so I have booked into my usual hotel In Norwich from Wednesday 25th July for the week, leaving lunchtime on the following Wednesday.
Am meeting my two usual friends and if anybody else wants to meet up then pm me and we'll make suitable arrangements .

A question for a few of you knowledgeable folk. I got into a bit of a Wiki hole, of finding out why towns and cities were named. Mostly, by Vikings, and it's really interesting why the name came, it's usually 2 words pushed together to describe the Vikings first impressions. Which I think is fascinating.
I've tried to look into the history of Norwich, and why the name happened. I can't find anything about it. Does anyone know? I know we were the second major city after London. Don't know how the name came about and why. Anyone know about it?

Found an interesting little website. Which concurs with what you and Dave said.
Looks like the Viking invasion had no influence on the name, but did make an impact on the names of streets and villages around East Anglia.
Really enjoyed the final episode of 'The Bridge' a cracking series.

They're saying that they might not be able to get them out for months though. They need to teach them all to dive properly in order to make it out through all of the water. Imagine that, woohoo we're saved......4 more months stuck in this cave you say! Arrrggg, I imagine it must be like waiting for our board to sack managers!

Not the easiest conditions to try out your first scuba dive. I wonder if there's an option to try and pump water out of some of these troughs to waist depth at least and and go for it. It's a long time to wait till early November otherwise.
